The head of the Schleswig-Holstein State Chancellery, State Secretary Dirk Schrödter, visited the Flensburg plant of Mitsubishi HiTec Paper on February 2, 2022. The reason for the visit was the Schleswig-Holstein Economy 2021 Environmental Award, which the company received at the end of last year for its sustainable barricote® barrier papers.

Impressed by the innovative strength of the company and by the completely recyclable barrier papers for flexible packaging, State Secretary Schrödter and Kai-Michael Kugler (Office of the State Chancellery) were able to witness the production of the coated special papers at the traditional Flensburg location during a factory tour. Subsequently, pressing economic policy issues were discussed with the management: energy policy with the special challenges for the energy-intensive paper industry in Germany as well as the lack of skilled workers and trainees and the resulting effects for a highly specialized production and training company like Mitsubishi HiTec Paper. How politics can promote and support the necessary innovation and transformation process of the paper industry more intensively - against the background of the desired climate neutrality – was finally discussed.

The reason for this is the continued increase in the cost of gas, chemical raw materials and logistics services.

On 2 November, the Flensburg mill of Mitsubishi HiTec Paper Europe GmbH received the "Environmental Award of the Economy 2021" by the Society for Study and Development of the Economy in Schleswig-Holstein for the production of sustainable barricote® barrier papers. This environmental award has been presented since 1984 and is one of the oldest and most prestigious of its kind in Germany. It consists of a bronze relief created by Georg Engst and a certificate.

The reason given by the independent jury responsible for selecting the award winners reads: "The barrier paper for direct food packaging developed and produced at Mitsubishi HiTec Paper's Flensburg mill can be recycled via the waste paper cycle and thus makes an innovative contribution to waste avoidance and sustainability."

"Since 1984, the Society has been able to award the "Environmental Award of the Economy" a total of 74 times. We are pleased about this high number of award winners, which is proof of the importance of environmental protection in our companies. The example of Mitsubishi HiTec Paper in Flensburg, with its development and production of environmentally friendly paper-based packaging material for foodstuffs, is proof of the high innovative strength of our economy." This was said by the Chairman of the Society, Dr. Philipp Murmann, at the end of this event held in the State Parliament, which was attended by about 100 guests from all areas of public life. The welcome address of the Ministry of the Environment of the State of Schleswig-Holstein was given by State Secretary Dr. Dorit Kuhnt.

Mitsubishi HiTec Paper has been developing fully recyclable barrier papers for flexible food and non-food packaging since Drupa 2016. The demand for environmentally friendly packaging papers with effective barrier functions has increased rapidly since then. A key player in the food industry has been using barricote BAG WGOM for cocoa powder for many years, and for some time now barricote LINER MG for secondary packaging for chocolate drops.

Developed in close cooperation with large food manufacturers, packaging machine manufacturers and processors, Mitsubishi HiTec Paper now offers a whole range of barrier papers with barricote. The most recent result of the close cooperation is the secondary packaging for chocolate drops. For the outer packaging, the food manufacturer utilises barricote LINER MG. The barrier paper has impressive heat sealing abilities, very good processing properties and acts as a particularly effective barrier against mineral oil migration as well as against grease and oil, whilst also being completely recyclable.

On September 17 Svenja Schulze (Minister for the Environment, Nature Conservation and Nuclear Safety) and Dr. Wiebke Esdar (Member of the German Bundestag) visited the Bielefeld mill of the speciality paper manufacturer Mitsubishi HiTec Paper. The two SPD politicians got an on the spot picture of the challenges of the current and future planned climate policy for an energy-intensive company.

Ideas on topics such as emission certificates, electricity and gas prices and Bielefeld as an important industrial location were exchanged with the Managing Directors Dr. Martin Schreer and Andreas Jastrzembowski, as well as the Works Council Chairman Dirk Hansmeier, in an open atmosphere. A tour of the mill including paper machine 3 rounded off the visit program.

Mitsubishi HiTec Paper comments on the SUPD

Mitsubishi HiTec Paper produces recyclable barrier papers with water-based coatings for food and non-food packaging under the brand name barricote®. In the EU, the so-called SUPD (Single Use Plastic Directive) has created a great deal of uncertainty for this innovative and sustainable packaging material, on which we would like to take a position, as follows.

By July 3, 2021, two years after the Single Use Plastic Directive (EU) 2019/904 came into force in the European Union, the member states had to transpose the directive into national law. We expressly support the goal of avoiding and reducing littering and pollution through single-use plastic.

The intention of the guidelines published at the end of May 2021 was to provide clarity about the interpretation of the terms used in the directive. Unfortunately, the opposite is the case, because the conceptual definitions in the guidelines have created a great deal of uncertainty in paper production and processing. In particular, this concerns the statements about what is to be understood by a “main structural component” and by a “plastic coating”. It is true that the regulation and guideline underline the fact that paper can function as a sustainable alternative to single-use plastic items. At the same time, however, it is stated: "If, however, a plastic coating [...] is applied to the surface of a material made of paper or cardboard or another material in order to offer protection against water or grease, the end product is considered to be a composite article, [...] and [falls] [...] within the scope of the directive."

In this context, we expressly point out that the application of aqueous dispersions to the paper surface used by us for the production of our barricote barrier papers cannot be equated with a "plastic coating" - as so-called in the guidelines. No separate plastic layer is produced, but instead the natural and synthetic materials selectively protect the underlying paper against external influences, without creating a structure-giving or separable plastic layer.

These contradicting and ambiguous definitions of terms lead to great uncertainty in future product design. In the packaging sector, this inhibits the development of innovative biogenic and paper-based materials that are developed with the aim of achieving the best possible recyclability and biodegradability.

We therefore support the demands of the PTS (Papiertechnische Stiftung) and the DIE PAPIERINDUSTRIE e.V. association to the legislative bodies to create clarity in the interpretation of the directive and laws in the interests of the companies subject to them, and to expressly exclude papers with water-based dispersion coatings from the scope of the directive.

Further explanations of our point of view:

For over six years we have been making a valuable contribution to the actual goal of SUPD with our innovative barricote barrier papers, namely the reduction of pollution and littering of the environment with single-use plastics. Because our barrier papers are fully recyclable in the waste paper cycle, confirmed by PTS and cyclos-HTP, and replace classis plastic products.

Today ensuring full protection of packaged goods is still not possible without polymer-containing barrier products. But the proportion of plastic can already be significantly reduced and the product can thus be produced in a recyclable manner. We are intensively researching on completely plastic-free solutions and expect the first results within the next few years. We also believe that the use of bio-based and biodegradable plastics in combination with paper as a carrier material should continue to be an important component of alternative barrier products. Many of the substances used are approved in everyday products and food and have been shown to pose no health risk.

Aqueous dispersions themselves are not dimensionally stable without a carrier material. They do not represent a separable and stand-alone component and therefore, in our opinion, do not fall under the SUPD. Coatings made from aqueous plastic dispersions are to be regarded as paints, varnishes and adhesives (bonding agents, adhesion promoters, etc.). They do not form an independent structural element that can stand alone, but are only stable in connection with a carrier material as the actual component.

Mitsubishi HiTec Paper has successfully passed without exception the monitoring audit and the re-certification of FSC® Chain-of-Custody and PEFC™ Chain-of-Custody.

Mitsubishi HiTec Paper attaches great importance to the environmentally conscious and sustainable production of its coated specialty papers. This has now been reaffirmed by the successful FSC® monitoring audit and the PEFC™ re-certification of the mills in Bielefeld and Flensburg. Both locations continue to carry the FSC® Chain-of- Custody and PEFC™ Chain-of-Custody certifications, and all coated specialty papers produced in Bielefeld and Flensburg are still available FSC® Mix or PEFC™ certified.

Mitsubishi HiTec Paper Europe GmbH, with its Bielefeld and Flensburg locations, is the first company in the paper industry to receive the "Safe with a System" seal of approval from the BG RCI: the professional association for raw materials and the chemical industry. At the same time, the company has been certified for occupational health and safety management (“AGM”) in accordance with DIN ISO 45001:2018.

The DIN ISO 45001 for occupational health and safety management "AGM" replaces the BS OHSAS 18001:2007 standard, which was withdrawn in 2018 and was mainly used by companies in the chemicals, paper and sugar sectors. The new standard now also requires the assessment of risks and opportunities and a proactive prevention approach, thus increasing the demands on senior and middle management. When companies are preparing for assessment for the "Safe with a System" seal of approval with the additional module DIN ISO 45001, certain legal requirements have to be met and competence criteria for employees, whose participation play an important role, have to be determined.

Managing Director Dr. Martin Schreer is convinced that "If you think about the safety and health of your employees from the outset, you will achieve more for your company and your economic success in the long term. This assessment and the certification of our occupational health and safety management are logical steps for us to further advance occupational safety in our company. Our exemplary company integration management, which was awarded the "Action Alliance Schleswig-Holstein", ideally complements the “AGM” system."

The new DIN ISO 45001 certification is another component of the voluntary compliance system at Mitsubishi HiTec Paper. At the same time, the monitoring audits of the integrated management systems DIN EN ISO 9001 (quality management), DIN EN ISO 14001 (environmental management) and DIN EN ISO 50001 (energy management) have been carried out successfully for both locations. Regular certifications by the independent auditors from TÜV Nord underscore the high demands that Mitsubishi HiTec Paper places on itself in order to continue to be a reliable partner for customers.
