ETS Review: European paper industry commends rejection of tiered approach
Today’s vote in the European Parliament marks a major stepping stone for the ETS review.
“This message reads loud and clear:
NO to a tiered approach on carbon leakage and YES to a dynamic and predictable benchmark’s reduction”
says Nicola Rega, Climate Change and Energy Director representing the Confederation of European Paper Industries (CEPI).
The proposed flexibility in setting the auction share together with proposed solutions to help member states with compensation for indirect carbon costs and the wider-ranging fund for innovation are also welcomed by our industry.
We recognise the efforts made towards reaching a broad political agreement embracing almost all the political groups. This is a very positive signal as it demonstrates the strong consensus behind this vote. We fully congratulate the rapporteur, Frederik Federley and shadow rapporteurs Esther de Lange, Edouard Martin and Hans-Olaf Henkel for their commitment to achieving a common position.
Although these are positive developments, more work needs to be done to address the text’s shortcomings, particularly on benchmarks, the impact of the cross-sectoral correction factor and on effective compensation for indirect costs across Europe.
A significant investment challenge lies ahead for European manufacturing industry to transform its production base and regain competitiveness. We will constructively engage with policy-makers to ensure industry’s viability and that the ETS rewards low-carbon investments. We urge the ENVI Committee to seize the opportunity to build upon ITRE’s lead and to put the ETS on a pro-investment track.

Resolute President and CEO Takes Strong Position in Support of Free Trade
Resolute Forest Products Inc. President and Chief Executive Officer Richard Garneau has reaffirmed the company's support of free, unencumbered access for softwood lumber exports from Central Canada (Quebec and Ontario) to the United States. Mr. Garneau has been a leading figure in the ongoing softwood lumber dispute between the U.S. and Canada, and draws on over 40 years of experience and leadership in the forest products industry across Canada.
Resolute is Canada's largest forest products company and the largest producer of softwood lumber east of the Rockies. Richard Garneau has consistently challenged the claims by some that the 2006 Softwood Lumber Agreement between the U.S. and Canada produced predictability and stability. "Managed trade increases volatility, creating an unpredictable and unstable trade environment between two of the world's largest trading partners," stated Mr. Garneau.
While Western Canadian softwood lumber producers benefit from China's extraordinary economic development, logistical limitations mean that Asian markets remain out of reach for Central Canadian producers. Additionally, Western Canadian softwood lumber producers' purchase of 39 sawmills in the U.S., with a production capacity of some five billion board feet, afford them an important measure of insulation from future restrictive measures.
"To put this capacity into context, it is over 150 percent of the total existing capacity of Ontario's sawmills. Canadian demand is simply not enough to absorb all the production of Central Canadian sawmills," added Mr. Garneau. "We need to be able to sell freely to the U.S. Indeed, that was the whole point of the Canada – U.S. Free Trade Agreement and NAFTA. Just about every industry enjoys free trade, except for softwood lumber."
"The last softwood lumber trade arrangement between Canada and the United States was incredibly destructive, particularly for Central Canada. The previous Government of Canada not only agreed to limiting access, through quotas and taxes, it also paid over $1 billion "in ransom" to the U.S. softwood lumber producers, financed by Canadian workers. The purpose of a deal must not be simply an alternative to litigation. It must be to assure fair and equitable trade," further stressed Mr. Garneau.
Canadians have won every legal fight with the U.S. over softwood lumber. Canada has played by the rules and proven that its industry is not subsidized, and does not cause injury to any U.S. industry. Softwood lumber producers in Quebec and Ontario need and deserve nothing less than free trade.
Canadians have an important and influential ally in the United States consumer; however, they are reticent to fully engage their powerful movement in support of Canada considering Canada's stated intention to once again agree to a managed trade deal.
"If there is to be a deal, it must recall a principled purpose: that the Canadian softwood lumber industry does compete fairly in North America and pays a fair market price for timber, and that our forestry regimes are market-based. The Government of Canada must not negotiate a deal that does not fully recognize Central Canada's right to free trade," said Mr. Garneau. "However, if we are to go down the litigation route, the Canadian industry will need the full backing of the federal government to avoid being forced into a deal brought about by undue financial pressure by the U.S. government's actions at the border."

Smurfit Kappa Cali PM4, Tail threading rebuild project has started up extremely well
Smurfit Kappa Cali PM4, Columbia. The delivery includes TailBlade M units for the pre- and post-dryers and the ropeless Clupak area.
Cali PM4 makes both sack paper and linerboard, so it was necessary to implement a solution to bypass the Clupak process. Now the operator can select the tail threading path from a switch, making the transfer from sack to liner very quickly. Previously, this required a longer machine stop and re-routing the ropes.
The average threading time per sheet break has dropped by 35%. Earlier, the mill lost Clupak ropes 3 to 4 times per month, which caused additional downtime and lost production.
This challenging project has fulfilled all the targets set for it, and the customer is very pleased with the results. The customer has already placed another order to rebuild the tail threading in the reel area.
At the same time as this rebuild, Runtech delivered a new save-all for the PU roll and Ecoflow measurements for the press section. The customer has reported lower steam consumption on the dryer section thanks to the improved doctoring.

Vege PM1. A RunPress project started up in Turkey
The project scope included one EP500-700-D10 Turbo, Ecoflow systems for the press section and new doctoring for the combi press and 3rd press rolls.
The PM1 vacuum system was fully rebuilt with all 7 vacuum pumps stopped and replaced by one EP500-700-D10 Turbo. The machine is now operating without a couch roll vacuum. Yet thanks to the improved doctoring, specific steam consumption has come down from 1.66 t/t to 1.5 t/t. At the same time, there are fewer sheet breaks.
The vacuum system power consumption is now 330 kW, representing a project energy saving of 600 kW. And for this size of machine, the SEC is of world-record class at 30 kWh/ton! Water savings is also very significant: 60,000 m3/year less water goes to into the wastewater treatment plant. Total project ROI is expected to be less than 2 years.
